Organizational Effectiveness Inventory (OEI)

Organizational Effectiveness Inventory®

The Organizational Effectiveness Inventory® (OEI), developed by Dr. Robert A. Cooke, complements the Organizational Culture Inventory® (OCI®) by providing valid and reliable data on the structures, systems, technologies, and skills shaping an organization’s culture. It offers actionable insights to drive long-term effectiveness at individual, group, and organizational levels.

The Organizational Effectiveness Inventory® (OEI) measures performance outcomes and internal factors influencing culture, including systems, technologies, and structures, while serving as a lever for cultural change. It complements engagement surveys by offering deeper insights into organizational effectiveness. The OEI helps signal the need for cultural transformation, assess attitudes and stress levels, identify performance targets, build the case for improvement, and monitor the impact of development initiatives, enabling organizations to drive meaningful and sustainable change.

How Organizational Effectiveness Inventory® Works?

The Organizational Effectiveness Inventory (OEI) is a 128-question survey designed to gather confidential feedback from employees about:

  • Their experiences and perceptions regarding factors that influence organizational culture and performance, focusing on areas that can be improved.
  • The impact of the culture on individuals (e.g., engagement levels), teams (e.g., collaboration and teamwork), and the organization overall (e.g., adaptability and quality of products or services).

The survey takes approximately 20 minutes to complete and allows the addition of up to 40 custom questions tailored to your organization’s needs.

The responses are aggregated and analyzed electronically to create a detailed report, which serves as a foundation for organizational development or culture change initiatives. When combined with the Organizational Culture Inventory® (OCI®), a joint OCI/OEI feedback report is provided, offering an integrated view of cultural and performance-related findings. A Human Synergistics consultant or an accredited practitioner then helps interpret the results and outlines actionable steps for effective change management.

The OEI survey is accessible online via most digital devices and is also available in hard copy format for convenience.

Responses are aggregated and analyzed to generate a detailed feedback report, which can be used independently or alongside the Organizational Culture Inventory® (OCI®) for integrated insights

Yes, accreditation through Human Synergistics is required to administer the OEI and interpret its results.
